Evaluation committee

The External Evaluation Committee of each academic unit or Institution is comprised of three (3) to five (5) independent experts from the relevant catalogue of the Register, of whom one (1) member, with his/her substitute, is recommended by the academic unit or Institution being evaluated.

For the composition of an External Evaluation Committee the President of the HQA invites the academic unit being evaluated to, within 15 days of the submission of the Internal Evaluation Report to the authority:
  1. Recommend a regular and a substitute member from among the independent experts on the Register, and
  2. With a reasoned objection to request from the HQA that up to two experts be excluded from the Committee from among those on the relevant catalogue of the Register.

The composition of the External Evaluation Committee is published by the President of the HQA, who also appoints the president of the Committee from among its members. The composition is made known to all the members of the Committee and the academic unit being evaluated. The HQA takes measures to ensure that the members of each External Evaluation Committee can exercise unbiased judgement and, in particular, that there are no conflicts of interest. In this respect, before the publication of the composition of the External Evaluation Committee, the HQA requests the individuals who were appointed or selected as members to submit a written declaration that they do not belong to and have no educational, research, or service relationship with the Higher Education Institution to which the academic unit being evaluated belongs and that they have not had such a relationship in the previous five years.

The timetable for external evaluation is finalised by the HQA in collaboration with the members of the External Evaluation Committee and the academic unit being evaluated. The HQA makes the Internal Evaluation Report of the academic unit being evaluated available to all the members of the External Evaluation Committee along with any supporting material. The HQA offers secretarial and technical support to the External Evaluation Committee either through its own staff and equipment or by commissioning a third party. In each case, the costs will be paid for from the HQA budget.
